Usually it is because the network driver has crashed, and the Surface needs to be restarted. However, if restarting the Surface does not fix the problem, then you'll have to take it to the Help Desk to have the driver either re-installed, or have the Surface refreshed. Both of these solutions require Administrator access, thus a trip to the Help Desk is necessary.
